On April 21, 2021, TOJIL signed a contract with the United States Embassy in Mexico through the area called «Office of Anti-Narcotics Affairs and Justice Procurement» to develop the Transparency and Accountability for Prosecutor’s Offices project. Which consists of the creation of a citizen mechanism to identify irregularities committed by public officials, especially agents of the Public Ministry and police.

In the mechanism established for this project by TOJIL, is the use of a chatbot called Teo, through which legal advice is provided to citizens who wish to report a possible irregularity or acts of corruption.

To formalize said TOJIL mechanism, they have signed collaboration agreements with the Attorney General’s Offices, whose purpose is to strengthen the communication bridge between citizens and those responsible for investigating crimes.

In February 2022, the TEO chatbot began operating in Mexico City and in June of the same year, Oaxaca became the second entity to join the project. In the month of November, Quintana Roo became the third entity to make TEO available to citizens.

In January 2023, the Attorney General of the State of Mexico joined the project. This entity is a pioneer in implementing the Teo chatbot, in coordination with the Ministry of Public Security.
